David Jove

Attorney David Jove heads the Municipal Law Section of Pathman Lewis and works in the firm’s Commercial Litigation Division. He has been practicing law for more than 25 years.

Until recently Mr. Jove was the City Attorney for Hallandale Beach, with responsibility for providing and supervising legal services for a municipality with 50,000 residents during the season, a $100+ million annual budget, with 500± employees. As City Attorney, he managed staff, outside counsel, and advised city officials and city departments on legal matters in litigation, in transactions, and compliance with law.

Mr. Jove is an accomplished attorney, with excellent insight, communication and time management skills, and leads by example. Mr. Jove takes ownership of the myriad and complexity of issues to ensure success while maintaining open dialogue in the decision making process, and in the results achieved.

Mr. Jove achieved the highest rank for an attorney in Ethics, Skills, and Abilities: AV. He was selected Top Government Attorney by his Peers in 2009, 2010, and 2011, as recognized in the South Florida Legal Guide. Mr. Jove has a passion to be the best, both professionally and personally: “There’s a lawyer who works for the organization, and then there’s the other lawyers.” He earns the confidence of his fellow workers by taking the high road, and helping them to implement sound and practical solutions, coupled with reliable legal advice. He was recognized with a commendation by a City Commissioner for securing favorable ruling in a highly-contentious state court case, overcoming significant challenges and obstacles.
As City Attorney in collaboration with staff, and the developer ensured compliance with law on a $1B+ mixed-use project, a tax increment financing agreement, along with the establishment of a Community Development District to create a new and vibrant mixed-use Town Center.
He revamped the City's outdated local telecommunications regulations, increased access to cable wireless services resulting in a new revenue source.
He developed sophisticated economic analysis, powerful graphics, and winning strategy to achieve $500,000 settlement in a wrongful death case.
He strategically negotiated with effective communication skills an atmosphere to foster an agreement between the builder, owner, design team, and attorneys to revitalize a $20M construction project for Miami-Dade County School Board.
He analyzed and revised corporate client’s marketing agreements in collaboration with management, initiating the launch of new products resulting in a vast increase in sales.
He reconciled multi-million dollars of debt acquired by client through the purchase of a new company; and upon suit filed by creditors, pursued rigorous negotiations resulting in withdrawal of claims and saving client hundreds of thousands of dollars in legal fees.

Mr. Jove earned his J.D. at the University of Miami School of Law and his undergraduate degree from Florida State University. He is a member of The Florida Bar and is admitted to practice in the State Courts, U.S. Court of Appeals for the 11th Circuit, Southern District of Florida, Middle District of Florida, and U.S. Bankruptcy Court.
